Position Summary:
Creative is pursuing a UNDP funded activity to conduct a study on Community Perceptions of Security and Violent Extremism in Tanzania, specifically in Zanzibar, Mwanza, Tanga, Pwani, Lindi and Mtwara. The study will improve understanding of the local context, establish baseline indicators for project work in the target areas, and establish the broader monitoring and evaluation framework and regime for all activities of the first phase of UNDP’s project implementation.

LOE: 35 days
Anticipated Start Date: August 2017

Position Summary:
Creative seeks a Gender Specialist with strong experience in women, peace and security issues. The Specialist will work closely with the team to develop gender responsive survey instruments and participate in the analysis and drafting of the final report including recommendations for the quantifiable gendered indicators/proxy indicators for the project and its M&E framework. This is a part-time consultant position, estimated at 50-75 percent level of effort.

Reporting & Supervision:
The Gender Specialist will report to the Team Lead based in Washington, DC.

Primary Responsibilities:
Assist with the development of a study design and gender responsive survey instruments;
Assist with the identification of key drivers of radicalization and violent extremism in the target communities;
Assist with three project deliverables (inception report, draft report, and final report)
Travel throughout Tanzania will be required

Required Skills & Qualifications:
Master’s degree in social sciences, gender studies, peace studies or related field;
Minimum five (5) years’ experience demonstrating strong technical expertise in gender analysis and gender integration;
Knowledge of analytical and evaluative methods, principles and techniques to manage qualitative and quantitatve gender analysis and ability to design, conduct and apply gender sensitive indicators
Tangible reference of previous similar assignments required;
Understanding of contemporary thinking on radicalization and violent extremism;
integrity by modelling the UN’s values and ethical standards (human rights, peace, understanding between peoples and nations, tolerance, integrity, respect, results orientation (UNDP core ethics), impartiality);
Promotion of the vision, mission, and strategic goals of UNDP;
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
Ability to work under pressure and to deliver in a timely manner without compromising quality standards;
Strong communications skills;
IT competencies at least in Word, Excel, PowerPoint and internet; and
Fluency in spoken and written English and Swahili is required.

Position Summary:
Creative seeks a Countering Violent Extremism (CVE) expert with significant experience in and understanding of the relationship between CVE, research and monitoring and evaluation in conflict or development programs. The CVE expert will be the lead of the project and will be responsible for managing overall program implementation including managing local researchers within each of the six communities, providing three deliverable reports, lending field-leading content expertise to program strategy, work plans, and project deliverables, and liaising with senior government and other key stakeholders as necessary.

Reporting & Supervision:
The Team Lead will report to the Project Director based in Washington, DC.

Primary Responsibilities:
Serves as senior content director for the program, provides technical expertise, leadership, and leveraging internal and external technical assistance;
Serves as senior representative for the program, and for Creative, in Tanzania.
Supervises development and submission of project deliverables and provides timely and accurate reporting and briefings to UNDP on all program areas; 
Travel throughout Tanzania may be required.

Required Skills & Qualifications:
Master’s degree in international relations, conflict analysis, peace studies, a related social science field or statistics;
Minimum of seven (7) years applied experience in research and Design Monitoring & Evaluation experience in conflict or development programs;
Minimum of five (5) years working on countering violent extremism, or a related field (e.g. peacebuilding or conflict management);
Proven quantitative and qualitative research skills (candidates should provide a copy of baseline/evaluation reports produced);
Proven ability to incorporate gender;
Strong background in participatory design, monitoring and evaluation methodologies;
Knowledge of logical and results frameworks;
Ability to work under minimum supervision and to deliver in a timely manner without compromising quality standards;
Prior experience working in the UN and/or Regional Organizations is desirable;
Prior experience working in Tanzania/East Africa is desirable;
Understanding of contemporary thinking on radicalization and violent extremism;

Creative seeks a CVE researcher with substantial experience in carrying out research and surveys with recongnized national or international organizations especially in the areas such as CVE, conflict and peacebuilding.  The Researcher will be responsible to travel in one or more of the six regions identified by UNDP and conduct out quantitative surveys, qualitative interviews and focus groups with identified stakeholders and analyze data. It will provide technical support to the program in key subject matters. This is a part-time consultant position, estimated at 50-75 percent level of effort.

Reporting & Supervision:

The Researcher will report to the Team Lead.

Primary Responsibilities:

Assist with setting up focus groups, interviews and additional necessary meetings with key stakeholers in the six regions;
Carry out quantitative surveys, qualitative interviews and focus groups with identified stakeholders, tailored to the specific stakeholder
Assist with three project deliverables (inception report, draft report, and final report)
Travel throughout Tanzania will be required.

Required Skills & Qualifications:

BA in international relations, conflict analysis, peace studies, or related social science field or statistics; Master’s Degree, is preferable
Minimum five (5) years’ experience in carrying out research and surveys with recognized national or international organizations/institutions in CVE or similar field;
Ability to analyze data using up to date statistical tools for purposes of building a reliable database;
Tangible reference of similar assignments required;
