JOBS AT CHALINZE WATER SUPPLY AND SANITATION AUTHORITY
Chalinze Water Supply and Sanitation Authority (CHALIWASA) was officially declared in the Government Notice No. 376 on 30th November 2012 as a fully fledged authority. Initially it was known among the National Water Projects which was initiated by the Government of the United Republic of Tanzania in the 1980’s. CHALIWASA was established to take-over responsibilities of Chalinze Water Supply Project (CWSP) and Chalinze Water Users Association (WAMACHA – Jumuiya ya Watumiaji Maji Chalinze). The objective of the Authority is to supply water to communities in various villages of the Chalinze Township, Chalinze District and nearby villages at Bagamoyo, Kibaha and Morogoro Rural Districts

JOB TITTLE: CHIEF INTERNAL AUDITOR (CIA) – 1 Post
APPOINTIG AUTHORITY: BOARD OF DIRECTORS
RESPONSIBLE TO: MANAGING DIRECTOR
SUBORDINATES: ASSISTANT INTERNAL AUDITOR
EMPLOYMENT STATUS
Mode of employment: The CIA shall be employed on Contract terms
KEY RESULTS AREAS
Head of Internal Audit Unit responsible for providing an independent appraisal of the effectiveness of financial control system and compliance with Project’s policies.
Prevention and detection of errors, fraud and waste. Also participating in investigative audits
Ensuring that payments procedures are being complied with and payments to labour and supplies are properly authorized and promptly recorded and paid.
Ensuring that revenue due is promptly billed and collected.
Ensuring that cash is properly accounted for and banked intact
Verifies that monthly accounting procedures are properly carried out and that accurate management information is promptly produced, in accordance with agreed procedures.
Ensures that the Project’s financial regulations, financial accounting system, stores, purchase regulations, and staff regulations are being complied with.
Undertakes special investigations into areas of suspected fraud or other investigations required by the management team or Chairman of the Board.
Produces regular audit reports on investigations undertaken highlighting fraud, waste and operational inefficiencies and recommends appropriate action.
Makes recommendations for the amendment or review of the financial and staff regulations.
Establishes a comprehensive internal audit plans and programmers
Ensuring that fixed assets and stocks are properly safeguarded verified and accounted for
Commenting on the operational efficiency of each department/section/unit.
Perform any other duties as may be assigned by his/her supervisor.
PERSONAL SPECIFICATION:
Entry Requirements
Possession of CPA (T) or its equivalent after obtaining a degree in Bachelor of Commerce or Advanced Diploma in Accountancy.
In-service/Promoted and or a Certified Public Accountant with 3 years working experience as an Internal Auditor in reputable large-medium business organization.
Remuneration
Salary: According to CHALIWASA GS GI, but not below existing and current government scale.

JOB TITTLE: TECHNICAL MANAGER – 1 Post
APPOINTIG AUTHORITY: BOARD OF DIRECTORS

REPORTS TO: MANAGING DIRECTORS

SUBORDINATES: All staff under the department

EMPLOYMENT STATUS

Mode of employment: the Technical manager shall be employed on Contract terms.

KEY RESULTS AREAS

The Technical Manager is the head of department responsible for water production, distribution, waste water disposal, construction and maintenance/repair activities of the Project.

Recommends policies, standards and procedures for availability of management information system for performance of water production, waste water management, maintenance and construction operations, monitoring, operating, repair and planning and the control of water quality.
To ensure the performance of all water supply and sanitary facilities adhere to agreed performance and public health standards.
To operate and maintain all plants, equipments and vehicles used in running water and sanitation, all water source and water treatment works and water distribution.
To review regularly actual performance against approved plans and budgets and submit reports to the MD detailing performance with recommendations and ensures that water production and sewerage standards and safety procedures are complied with.
Ensure availability of management information system for monitoring operating performance of water production, sewerage, maintenance and repair, and planning and construction operations.
To sets physical and financial performance targets in conjunction with the Finance and Administration Manager and review annual budgets and manpower plans for the Technical Department.
To ensure and maintain records on the condition of raw water from all sources and monitors turbidity and level of dangerous and toxic substances in the water.
To develop procedures for water quality monitoring and ensure co­ coordinated sampling of raw water and treated water supplies.
To ensure availability of a laboratory service for physical, chemical and bacteriological analysis and recommend on dosage for chemical and determine potency of the chemicals.
To prepare strategy for non revenue water reduction and ensure its implementation.
To perform any other duty as may be assigned by Managing Director.
REQUIRED MINIMUM QUALIFICATIONS

Direct Entry: Master Degree in Civil/Sanitary Engineering with at least 5 year working experience as a Senior Engineer in Water and Sewerage Section. Must be computer literate.
Remuneration
Salary: According to CHALIWASA scale G1. but not below existing and current government scale.

JOB TITTLE: COMMERCIAL MANAGER
APPOINTIG AUTHORITY: BOARD OF DIRECTORS

SUBORDINATES: All heads of section under the department and Zonal officers
EMPLOYMENT STATUS
Mode of employment: The Business Manager shall be employed on Contract terms.
KEY RESULTS AREAS
The Business Manager is the head of Department responsible for Customer Records and Billing Officer, Credit Control Officer, and Customer Relations matters of the Project. Main duties include:
To ensure availability of customer information through data collection, computation and analysis to proper action to satisfy customer demand.
To advice the Managing Director on how to create and maintain good image of the organization.
To ensure monitoring of water supply and supply points for all customers.
To ensure that there is timely connection of new customers, disconnection and reconnection of defaulters.
To ensure timely response to customers complaints and requests according to customer services.
To ensure carrying out of continuous customer survey
To ensure that customers are informed of all developments with regard to water and sanitation services.
Ensuring timely responding to customer’s complaints and requests.
Establish policies for making water and sewerage customers satisfied with the Project’s services (e.g promotional/advertisement activities for the urban population).
To manage and maintain good relation between customers and Project (Customer relation).
To manage good relations between CHALIWASA and other organization/institution (public relation).
To manage advertisement of the commodities (water) and services rendered by the Project so that they continue to sell and fetch market (Marketing)
To prepare sales and marketing plan for the project
To search potential areas for investment and find out sources of fund.
To carry out any other duties as may be assigned by the Managing Director
REQUIRED MINIMUM QUALIFICATIONS

Direct Entry: Masters of Business administration with at least 5 years administration/Advance Diploma with specialization in accountancy Marketing, Or Possession of a Diploma in business Administration/General Management/Human resource Management is added advantage with at least 5 years working experience in the large­ medium business organization.

JOB TITLE: HEAD OF PMU/SENIOR PROCUREMENT OFFICER – 1 Post

SUBORDINATES: ASSISTANT SUPPLIES OFFICER
EMPLOYMENT STATUS
Mode of employment; the Supplies Officer shall be employed on Contract terms
KEY RESULTS AREAS:
Head of Section responsible for efficient for procurement, receiving, inspection, storage and issue of right materials of the right quality at the right time to the Project.
Recommending to the Director on standards and procedures for the acquisition, storage and issue of all materials and services required for the proper operations and maintenance of the urban water supply and sewerage systems.
Advises on compliance to the tendering and procurement of materials and services and ensures close follow up on suppliers to ensure timely deliveries of purchased materials and take appropriate corrective action on any delayed items.
In liaison with the departments and heads of sections review procurement requirements and ensure that materials and services required are obtained at the minimum costs.
Monitor all available information sources on market trend that may have an effect on prices or lead times and makes recommendations for action to the management team.
Co-ordinate with departmental and sectional heads for the salvage of usable materials and the disposal of obsolete and non-salvageable items; establish, evaluate and maintain reliable primary and secondary sources of materials supply to ensure continuity of the of the Project’s operations.
Preparation of purchase tender documents, and inviting tenders from potential suppliers, process and inform successful tenders and ensure that goods are delivered/received promptly and in accordance with the terms of purchase.
Periodic inspections and stocktaking of materials and supplies and information on new materials and shipment techniques and communicates these to the user departments/sections.
Preparation of materials annual expenditure budget and ensuring adherence to established standards of materials usage and ensuring that materials and supplies are acquired at the right time, in the right quantity, at the right quality, delivered at the right place and issued to the right users.
Proper implementation of stores procedures and documentation for:­
Goods receiving, inspection and quality control; Materials handling and stock recording; Material requisitioning and issuing; Material keeping and stock cards recording Housekeeping and security of materials; Stock taking
Carry out stock balancing in quantity and value every month, quarter, half-year and end of year.
Timely and correctly answering of audit queries relating to materials, supplies and stores keeping.
Ensuring proper and adequate taking of insurance for materials and fixed assets.
Ensuring proper valuation of materials and fixed assets.
Ensure carrying out of annual stock taking of all materials, movable fixed assets and unmovable fixed assets.

JOB TITLE: SUPPLIES OFFICER III

EMPLOYMENT STATUS
Mode of employment; The Assistant supplies officer shall be employed on Contract Terms
KEY RESULTS AREAS:
Maintains file records of stocks prices, suppliers, lists, specifications, catalogues etc and prepares documents for stocks purchase orders after obtaining due Project for stocks ordering.
Obtaining quotations for goods and services after obtaining due Project for stocks ordering.
Scrutinizes recommendations for changes in stock levels, and for disposal of absolute items.
Preparation of legal conditions for stocks purchases contracts.
Constantly reviews for approval procurement policy and procedures with a view towards improving efficiency and ensuring that procurement procedures and practice are in line with prevailing legislations.
Liaises with user departments to determine stocks needs, budgets available for the items and suitability of current items in use; stocks receiving, inspection, issue, balancing and stocktaking and counter checks stocks purchase invoices before they are forwarded for payment.
Ensure that approved stocks purchase modus operandi is properly followed with timely and accurate recording of stocks receipts, storage and issue records.
Prepares documents for stocks purchase orders after obtaining due authority for stocks ordering.
Responsibility for stocks losses, waste and damage due to negligence.
Reporting of items which have reached re-order levels.
Physical custody of keys of stores and locking up of stores.
Prevention of unauthorized persons from entering the store and stockyards and ensuring proper house-keeping of stores and stock yards.
Evaluating stocks purchasing bids and recommending to the Tender committee for award of purchase contract.
Maintaining human relations and making negotiations with suppliers/suppliers representatives.
