Monitoring & Evaluation Director
Purpose of the position
The Monitoring & Evaluation Director will provide overall leadership to the quality assurance division mandated to, strategy development, implementation, monitoring and alignment including strategy tracking and reporting, formulate and implement program/project design, monitoring and evaluation systems to improve the quality of World Vision Tanzania ministry Area Programs, and projects, as guided by the National Strategy and World Vision International
Main Duties/Responsibilities
Lead designing of the Area Programs, grants, and special projects 30%
Development of technical approaches to operationalize the National Office strategy
Organize technical orientation for key staff on the programs and document templates
Advise the application of DME tools according to Partnership standards
Ensure the participation of sector technical experts in DME processes.
Coordinate technical support in projects advising logical framework development
Provide oversight of DME processes 30%
Ensure quality of DME processes and deliverables
Integration in DME processes and products cross-cutting issues
Set up M&E systems using required technology to improve monitoring and reporting
Coordinate periodic planning and budgeting processes as well as periodic reports
Ensure DME standards are aligned to Regional and Global Centre guidelines
Ensure that a compliant and output-focused monitoring system is designed for the strategy
Ensure data quality by conducting regular field data audits
Strengthen the Monitoring & Evaluation compliance 10%
Advise design tools for monitoring and measuring indicators
Ensure the quality assurance system effectively standardizes processes establishing priorities
Lead the planning process for the baseline and evaluation component
Advise the process of data collection, analysis and interpretation of data
Deliver training and backstopping on tools application and data transmission processes
Ensure there is a clear understanding of structure, reporting lines and responsibilities
Support National Office improve visibility and influence at National, Regional and Global level
Reporting and implementation of the technical standards and policies 10%
Ensure timely submission of divisional strategic plan, annual plans and budgets
Ensure compliance of the division on all required organizational dashboards and indicators
Support National Director’s office to ensure reports on M&E are smart, accurate and timely
Participate in the documentation of (re-) design and evaluation processes
Support the National Director in consolidating and providing regular monitoring information to various stakeholders
Team Performance Management 10%
Pursue training and capacity building opportunities for the M&E team to enhance their skills
Provide leadership to the M&E team to work in unity, actively managing staff performance
Promote a high level of collaboration and integration of M&E objectives with other divisions
Lead the process of innovation and capacity building of front line staff
Ensure cluster teams/field operations receive timely support from other divisions
Other Duties 10%
Collaborate with divisions and Support Offices to strengthen the current data and reporting system
Facilitate training of all technical teams in the monitoring methodology and reporting
Ensure stewardship and accountability of WVT material and financial resources
Participates in special projects and performs additional tasks assigned
Qualifications: Education/Knowledge/Technical Skills and Experience
The following is a combination of formal or self-education, prior experience or on-the-job training
Minimum Qualification required: Qualification required
Master’s Degree, preferably in International Development, Public Health, Agriculture, Economics or Epidemiology or related area
Minimum of 10 years progressively work experience with international development programming, with at least 5 years management and supervisory experience
Previous M&E experience in an NGO or government agency or in an international setting is preferred
Successful track record in designing and implementing effective M&E strategies and systems
Leading in a changing environment, working in multiple locations to deliver effective M&E in change

Excellent planning, research, and analytical skills, attention to detail and the ability to work cost-effectively
Ability to pursue big picture vision as well as detailed implementation
Strong written and oral communication and presentation skills
Training delivery and development of interactive workshops
Proven leadership ability and collaborative approach to finding solutions and achieving quality work
Ability to develop and maintain positive relationships with professional contacts
Committed to the highest personal and professional integrity and ethics
Proficiency in Microsoft Excel and the entirety of the MS Office suite
Ability to travel, and to travel often. Travel could be up to 50% of the time, especially in the first year
