Organizational Setting

Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) is a FAO and European Union partnership programme with the purpose of providing a policy assistance mechanism for improved food security and nutrition and sustainable agriculture. FIRST is designed to strengthen the enabling environment for food security and nutrition and sustainable agriculture in a number of selected priority countries. FIRST is embedded within the FAO’s programme management and coordination structure.

Reporting Lines
The Consultant works under the direct supervision of the FAO Representative, under the overall technical guidance of the FIRST Programme Manager (FAO/Rome), in close collaboration with the EU Delegation, relevant government ministries/institutions, in particular the Ministry of Agriculture. He or she also works in collaboration with key development partners as well as other government line ministries for sustainable agriculture, food and nutrition security and social protection.

Technical Focus
Development and implementation of coherent, integrated and effective policy advice, capacity development and governance for achieving food and nutrition security, sustainable agriculture and poverty reduction  in accordance with the FAO Strategic Framework and in response to policy assistance needs and demands at country and sub- regional levels.

The following are the expected key deliverables of the Specialist:
  • The Agriculture Sector Development Programme, National Multi-sectoral Nutrition Action Plan of 2016-2021 and the Food and Nutrition Policy of 2016 place an increased focus on addressing food and nutrition security challenges and resource allocations and national capacity development efforts are aligned with these;   
  • Report assessing the relevance and realism of existing policy frameworks including adequacy of resource allocation and implementation capacities within the agricultural sector is available and consensus among major stakeholders on the findings;
  • Report identifying growth drivers for the agricultural sector and high impact areas for inclusive, broad-based  and sustainable agricultural growth to achieve food and nutrition security and enhanced incomes;
  • Assess the capacity needs and development plan for improving capacities within the Ministry of Agriculture  and other sector Lead Ministries and agencies to design and implement  agriculture policies; and   
  • Increased clarity within the agricultural sector on respective roles and responsibilities in contributing to food and nutrition security and poverty reduction.
Tasks and responsibilities
  • Analyse selected agricultural (i.e. Agriculture Sector Development Programme), food security and nutrition programmes (i.e. National Multi-sectoral Nutrition Action Plan of 2016-2021; Food and Nutrition Policy of 2016) for their relevance in addressing constraints to food and nutrition security and realism, with particular reference to adequacy of resource allocation and implementation capacities;  
  • Undertake a quantitative assessment to identify  growth drivers for the agricultural sector and high impact areas for inclusive, broad-based  and sustainable agriculture growth to achieve food and nutrition security and enhanced incomes, with due consideration of existing analytical studies and policy documents (e.g. Agricultural Sector Development Programme, the agricultural sector investment plan);
  • Provide capacity development support for strengthening the capacities of Government counterparts to assess the relevance and realism of agricultural policies and impacts on improving food and nutrition security;
  • Assess capacities to formulate and implement policies for food and nutrition security and formulate a capacity development plan.
  • Provide policy advice  to the Government on the design, resource allocation and implementation of agricultural, livestock and food and nutrition security policies with a view to  accelerating and maximizing results to farming communities; and
  • Strengthen the Food and Nutrition Security Information System (MUCHALI) and ASDP secretariat within the agriculture sector to improve coordination between agricultural ministries and between these and development partners around food and nutrition security; and
  • Performs other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced university degree in agricultural economics, development economics, food security and nutrition, sustainable agriculture, or related area.
  • Relevant experience in the area of policy analysis and advice related to food and nutrition security and/or sustainable agriculture policy.
    • Consultant level B: at least 7 years of relevant experience
    • Consultant level A: at least 12 years of relevant experience
  • Working knowledge of English, and limited knowledge of one of the following: Arabic, Chinese, French, Spanish, or Russian.

  • Work experience in more than one location or area of work particularly in field positions is desirable;

  • Extent and relevance of experience in facilitating policy dialogue and capacity development around food security and nutrition among a wide variety of stakeholders:
  • Extent and relevance of experience in the region is considered as a strong asset.
