DIRECTOR OF PROGRAMME IMPLEMENTATION

Child Safeguarding:

ROLE PURPOSE:

As a member of the Senior Management Team,(SMT) theDirector of Programme Implementation oversees all programme implementation and operational support to our programme activities. This is a senior level role overseeing 5 existing field offices in Dodoma and Singida, Shinyanga, Mbozi, our emergency response programme in Kigoma Region, as well as operations oversight and direction to the Zanzibar programme. The incumbent will directly line manage the Logistics Team and ensure effective, timely and efficient delivery of quality programme activities to beneficiaries. S/he will work closely with the Directors of Programme Development & Quality (PDQ) and Finance, HR and Administration.

As a member of the SMT the Director of Programme Implementation helps create a positive, inclusive, proactive and accountable working environment within the country office.

As a member of the SMT, deputise when required for the Country Director such as during leave absences.

SCOPE OF ROLE:

Oversight and Management of all Programme Implementation areas:-

Responsible for overall coordination of programme operations and delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy
In collaboration with the Director of Programme Development and Quality, develop and maintain Save the Children’s vision for programming, as well as effective and efficient allocation of Country Office resources to achieve strategic goals and commitments
In close coordination with the Director of Programme Development and Quality and Head of Award Management , participate in proposal development processes and ensure that all programmes progress in accordance with grant agreements, are completed on time, on budget and all deliverables are of high quality.
Working with Director of Programme Development and Quality, participate in conceptualizing and designing cost effective, innovative and high quality programmes to serve difficult to reach children
Serve as overall budget holder for operational programming; effectively manage and support budget holders for individual projects and awards.
Ensure programmes are implemented in ways responsive to the communities and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity
Ensure preparation of timely and high quality progress reports, programme reports, and donor reports
Oversee all area and project offices and their operations.

Logistics, Inventory and Procurement

Ensure that the CO logistics capacity and systems meet the SCI Quality Standards and are able to satisfy the programming requirements
Manage the CO Logistics department ensuring that all CO logistics activities (fleet, assets, transport, supply chain, area operations etc.) are coordinated, efficient and responsive to the needs of programme delivery
Ensure appropriate and adequate emergency logistics procedures, where relevant, are detailed in order to enable rapid scale up
Manage all assets for the organization including vehicles, generators, IT, and other high value assets.
Ensure maintenance and replacement plans are in place and implemented for all assets
Ensure goods and services procured are cost effective and of standard quality
Ensure procurement processes are effectively implemented and tracked and deliver the right products at the right time for the right price
Ensure all construction needs are delivered following Save the Children policies and procedures and are on time, on budget and of high quality
Ensure proper record keeping, maintenance and control of stock inventory
Ensure proper documentation and recording of fixed assets of the organisation

Humanitarian Response Management

Strengthen the Tanzania CO organisational readiness to respond to emergencies in line with global SCI humanitarian goal and benchmarks
Mount appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with short term incoming surge teams
Ensure that all CO staff across departments and area offices are familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for humanitarian response
In coordination with Country Director and Director for Programme Development and Quality maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system

Staff Management, Mentorship, and Development

Ensure appropriate and accountable staffing within the programme implementation team, including area office staff
Manage the programme implementation team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
Incorporate staff development strategies and Performance Management Systems into team building processes. Establish results based system and follow up.
Work with all direct reports to create a culture of mentorship, coaching and staff development to build national capacity and retention within the Programme Implementation Department.
Manage the performance of all staff in the area programmes.

QUALIFICATIONS AND EXPERIENCE

A minimum of 7 years of senior management experience in a development (INGO/NGO/Donor) environment, including significant field operations experience running both emergency and development programmes
Highly suited to a candidate who is or has been a Country Director or equivalent for an International or National NGO
Master’s degree in relevant field, or equivalent thematic experience
Robust experience of NGO emergency programme cycle management, and with experience of working within a complex and matrix organisational structure
Substantial experience in managing logistics, including procurement, supply chain, fleet management & inventory
Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
Ability to analyze information, evaluate options and to think and plan strategically
An in-depth understanding of national and international development issues in particular in relation to children

SENIOR AWARDS MANAGER

ROLE PURPOSE:

The Senior Awards Manager is responsible for delivering an efficient and effective award management function. They will lead award management for all programmes, and develop best practice award management processes across the Tanzania Country Office. The role has three main aspects to it: lead and develop the Country Office award management effort; capacity building of staff, and contributing to the development of best practices systems and processes.

The role offers a leadership opportunity for an individual highly experienced in grants management, business development and donor communications. It requires an individual capable of providing strategic leadership to a dynamic team which is responsible for supporting ambitious fundraising targets as well as the management of a portfolio of awards currently valued at $14Million USD. The role would be highly suited to someone who has extensive internal audit experience.

The individual will be responsible for working with all other teams in the Country Office to develop the capacity of all staff and provide on-the-job support to develop an awards management process that supports Save the Children quality standards.

The individual will play a strong coordination role across the Save the Children global network and with donors to identify funding opportunities. They will co-ordinate development of high quality proposals that are reflective of Save the Children and donor strategic objectives, ensuring proposal budgets are accurately costed. During implementation they will provide support and information to the technical and field-based teams to deliver donor compliant awards and high quality and timely donor reports.

The maintenance of systems, processes and day to day management of the team will be a primary function of the Senior Awards Manager. The individual will play a key role in the development of a culture that promotes the primacy of ensuring Save the Children delivers high quality programmes whilst always seeking to improve national staff capacity to take on roles currently held by international staff.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

– Ensure the production of high quality and timely reports that accurately reflect the impact achieved and lessons learnt during the implementation of an award

– Build and maintain relationships with relevant networks and award management staff of similar organisations in the country, as well as local representatives of donor organisations

Compliance (systems, processes & donor):

– To engage globally on the development of Save the Children systems and processes and the sharing of best practice

– To ensure that the Award Management System (AMS) is effectively maintained and up to date for all awards and sub-awards including authorisation and document retention

– To ensure that key staff (including partners) have a clear understanding of donor compliance requirements throughout the project management cycle and that there is a complete audit trail of the implementation and reporting for all awards

Monitoring and analysis:

– Working in collaboration with the Finance Director and SMT, ensure the CO has a clear framework for master budget development, cost allocation, monitoring of award budgets, phasing and forecasting, ensuring alignment between the master budget and funding tracker.

– Using strong financial analysis skills to oversee the award portfolio and pipeline

– To work in collaboration with the finance department and provide technical advice regarding strategic donor costs allocations with a view to minimise compliance issues where possible

Leadership, portfolio management & strategy

– Define the strategic direction of the awards management unit and undertake effective planning that supports the unit to establish and maintain an efficient and effective awards management process

– To use key performance indicators and other management information to identify and address operational issues that could impact negatively on the delivery of programmes

– Work with SMT to engage with donors and identify possible funding opportunities in line with CO strategy

– To support in the development of a Country Office funding strategy that enables proactive engagement across Save the Children globally and with donors to secure funding opportunities in a timely manner, making recommendations and flagging issues to Senior Management

– To provide detailed analysis of current/ pipeline awards to senior management

– To engage with Save the Children globally and provide information to support in the building of professional relationships with donors to identify strategic fundraising opportunities

EXPERIENCE AND SKILLS

Essential

ADVOCACY AND CAMPAIGN MANAGER

Child Safeguarding:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

Advocacy and Campaign Manager will undertake advocacy work to advance Save the Children’s policy positions and influence decision-makers, both at national level and internationally. In so doing, Advocacy and Campaigns Manager will contribute directly to helping Save the Children achieve its ambitious programmatic objectives benefiting the most deprived children in Tanzania, as set out in our Country Strategic Plan 2016-18. The post holder will shape and implement Save the Children’s efforts to influence and bring about change in the awareness, attitudes, behaviours and policies related to the rights of children in Tanzania. Advocacy and Campaign Manager will be the focal point at the national level for coordinating efforts on drafting, implementation and periodic progress review of the country office advocacy strategy, in addition to providing practical support to and strengthening the capacity of thematic Technical Specialists and field-based advocacy focal points working at regional and district levels. In addition, s/he will oversee a team handling internal and external communications, including media engagement and enquiries regarding Save the Children in Tanzania. Finally, the post has management oversight of advocacy campaigns with a special focus on Save the Children’s campaign on ending child marriage, as well as the issues of exclusion and discrimination, inequality and the removal of critical barriers to survival and learning for millions of excluded children. He/she will develop monitoring and measurement systems for the campaign, including case studies, reports and results of the advocacy efforts in Tanzania. The position also includes fundraising and resource development for advocacy and campaign activities.

SCOPE OF ROLE:

Dimensions: Save the Children has been operational in Tanzania (starting in Zanzibar) since 1986. It is implementing projects and programmes according to a new strategic plan period (2016-2018), with over $14 million projected spend in 2017. The advocacy work at Save the Children in Tanzania is a strong component of the Programme Development and Quality Team, but is implemented through Programme Operations in the field offices and through projects.

KEY AREAS OF ACCOUNTABILITY:

Advocacy

Identify policy and practice change that will promote and protect the rights of children.
In collaboration with thematic Technical Specialists (TS), define key advocacy opportunities and targets at national and regional levels.
Develop and lead the implementation of an advocacy strategy to guide Save the Children’s work in Tanzania, working closely with thematic TS and other Programme Development & Quality (PDQ) team members to encompass issues such as (but not limited to) rights violations, investment in children, access to quality healthcare, emergency response and humanitarian access, child protection, education (including in emergency situations), as well as long-term needs of affected populations, and addressing a wide range of audiences.
In collaboration with CRG and other thematic Technical Specialists ensure that voices of children form the basis of Save the Children’s advocacy strategy.
Identify and measure indicators for assessing the impact of Save the Children’s advocacy work in Tanzania under the approved advocacy strategy.
Ensure that all advocacy messages, documents and the advocacy strategy are evidence-based drawn from field experience and assessments.
Ensure that all staff in the country programme are aware of and properly understand the approved advocacy strategy and can actively contribute towards its objectives.
Provide direct technical support and guidance to field-based advocacy focal points in Shinyanga, Dodoma, Songwe and Zanzibar.
Carry out the responsibilities of the role in a way that reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy.
Ensure that the Save the Children Tanzania Country Annual Plan and reports have clear advocacy objectives, based on the country’s advocacy strategy.
Draft and support the production of advocacy material to be used at national, regional, pan African and international levels.
Support the Tanzania Senior Management Team in high-level advocacy work towards national government line ministries, key UN agencies, donors and other agencies.
Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations.
Keep a watching brief on policy makers and other key players in relation to children’s health, protection and education issues and identify opportunities to raise awareness and influence policy change.
Build alliances and partnerships with other NGOs in country to influence other organisations/coalitions and undertake coordinated policy driven advocacy, including the one related to pan African and global human rights treaties (UNCRC, ACERWC, UPR).
Contribute to international advocacy strategies and work, within Save the Children and externally if approved by the Tanzania Country Director and regional and head office/s of SCI.
Contribute to the development of proposals and ensure that all Save the Children projects have a clearly developed and fully costed advocacy component.
Develop and maintain a network of external contacts with key individuals in the government, NGO sector, civil society, academia and the media.
Represent Save the Children at various policy forums and advocacy opportunities at national, regional and international levels.
Support the PDQ Team in the Country Annual Planning process for technical programme inputs for advocacy and changing key policies, attitudes and behaviours to support child rights as per the country office strategic plan and global campaign.
Actively participate in relevant internal meetings such as Programme Review Meetings, Weekly PDQ team meetings and/or Field Office meetings, as required. Participate in any donor visit to project(s) linked to advocacy and campaigning.

Campaigns

Ensure maximum visibility of Tanzania CO campaign/s within Save the Children and externally.
Facilitate and lead the development and implementation of an overall advocacy and campaign strategy in Save the Children Tanzania within the framework of the global campaign.
Develop communication and campaigning approaches and materials appropriate for the campaign; develop public communication messages, such as press release and policy positions statements appropriate for the campaign; support field-based area programme managers and other programme staff in field locations to mainstream the campaign plan into their programmes at the local level and to ensure a link between local and national advocacy and policy work on the campaign.

Communications and Media
Ensure that the Tanzania country programme achieves the global organisational Essential Standards for Communications and Media:
Communications and media opportunities are identified and responded to in order to ensure that Save the Children is a credible source for the media, partners, donors, governments, communities, children and Save the Children staff.
A Communications and Media Plan is in place and aligned to the:
a) principles in the Convention on the Rights of the Child (particularly our role in speaking out for and with children)

b) global internal communications plan and global media plan

c) Country Strategic Plan 2016-18

Measures are in place to produce accurate, high quality, user-friendly, child-centred communications and media work.
Communications and media work are built into annual planning including proposal development and incorporate ways to allocate resources and build capacity (case studies, leaflets, factsheets, promotion materials, press releases, media packs, social media, videos, photos, reports, summary reports, sitreps, news)
Train key senior staff on communications and media and support the Country Director and other senior managers in their roles as the Save the Children Tanzania designated spokespersons.
Draft media briefings, talking points, Q&As, press releases and media statements based on the advocacy priorities identified.
Work with the Technical Specialists to ensure the collection and documentation of interesting case studies, success stories, lessons learnt from field-based programmes in all locations and sectors, for use in advocacy and media work and for quality reporting purposes.
Ensure that any action undertaken to implement communications or media work in country is compliant with Save the Children’s global communications and branding standards and has been duly approved by the Save the Children Tanzania Country Director.

Monitoring, Evaluation, Accountability and Learning

Develop and track indicators for advocacy and campaigning, especially those aligned with Global Indicators.
Ensure regular monitoring and reporting on the progress of the campaign as per Save the Children requirements and approved plan, including sharing of case studies, special events and press releases.
Ensure development of key messages and delivery of advocacy for child protection, child rights, health, nutrition and education.
Resource Mobilisation

Identify and research information on new funding opportunities from bilateral, multi-lateral, and other institutional donors for advocacy and to support the global campaign efforts. Use creative approaches to link advocacy with donor priorities, while also effectively influencing the strategies of donors.
Directly involved in the development of proposals and concept notes for funding the advocacy and campaign efforts in the country office. Effectively manage collaboration amongst teams and Save the Children Members when preparing concept papers, including budget development.
Write sections of proposals that support advocacy efforts for children for all thematic sectors within our strategic plan and the global campaign.
Participate in donor meetings, as needed, to foster collaboration and engagement for campaign priorities.

Management

Ensure all staff are appropriately informed about the global campaign activities and achievements and their role in realising its objectives. This may involve development of regular internal newsletters or updates, field visits to SC operational sites and training in advocacy and campaigning to key staff and partners.
Manage budgets, workplans and reporting for any awards related specifically to the global campaign or advocacy, as per the budget holder delegations in Tanzania.

Performance management and capacity building

Line-manage direct reports (e.g. Communications and Media Interns)
Lead, manage and motivate direct reports, ensure they have clear objectives and receive meaningful feedback on their performance regularly (in line with Save the Children performance management procedures).

QUALIFICATIONS AND EXPERIENCE

Bachelor’s degree in an area of social development, media, communications or equivalent.
Understanding of the development sector, gender issues and child rights programming in Tanzania.
At least 7 years of experience of managing advocacy campaigns that engage a variety of stakeholders.
Proven experience of external representation and direct lobbying of high-level targets.
Excellent English and Kiswahili language skills.
An ability to synthesise complex information into concise and compelling policy briefing notes and advocacy documents.
Proven experience of using media for advocacy purposes.
An ability to coordinate and work with diverse groups of people based in multiple locations.
An ability to manage complex workloads and stressful situations.
Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
Experience in promoting children’s rights, including participation in programming, design, implementation and evaluation.
Demonstrable ability to develop and implement effective campaign strategies, including understanding and delivery of a broad range of campaign tactics as well as an ability to produce a detailed budget related to the envisaged activities.
Knowledge and experience of working on policy and advocacy initiatives, and approaches to these.
Experience of working within networks and coalitions for campaigning purposes.
Demonstrable ability to communicate effectively both verbally and in writing in English including familiarity with production of detailed reports and strategic plans using Word and PowerPoint.
Experience of working within budget constraints and managing budgets.
Excellent interpersonal skills and demonstrated ability to lead and work effectively in a team environment.
Good knowledge of Tanzanian context.

Experience in designing, conducting or supervising research work related to evidence building
