Chief of Party – JSI/AIDSFREE Tanzania

Background:

The Strengthening High Impact Interventions for an AIDS-free Generation (AIDSFree) Project is a five year cooperative agreement funded by the U.S. Agency for International Development (2014-2019). AIDSFree is implemented by JSI Research & Training Institute, Inc. with partners Abt Associates, Inc., Elizabeth Giaser Pediatric AIDS Foundation, EnCompassUC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH. AIDSFree supports and advances implementation of the U.S.' President's Emergency Plan for AIDS ,Relief by providing capacity development. and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level.

AIDSFree is seeking an experienced Chief of Party to serve as the primary technical and managerial lead for AIDSFree program in Tanzania which focuses on providing quality comprehensive HIV&AIDS prevention, care, arid. treatment support services to the police and prisons staff, their families, prisoners and surrounding communities. The Chief of Party will be the senior position in country, and will provide leadership and coordination in strategic planning, program development and management, and overseeing the implementation and evaluation of all activities related to this program by AIDSFree in Tanzania.

Job Title: Chief of Party – JSI/AIDSFREE Tanzania Reports to: Director of Country Programs, JSI/AIDSFREE
Position location: Dar es Salaam, Tanzania

Responsibilities:
• Provide overall leadership and coordination in planning, implementation, and evaluation of all AIDSFree activities in Tanzania related to work with the strengthening police and prisons comprehensive HIV services (SPPCHS) in Tanzania mainland and Zanzibar.
• Ensure quality and timeliness of work and the completion of the activity within budget.
• Serve as the programs chief project and, technical representative with USAID, MoHCDGEG, and other. national/international agencies, institutions, and stakeholders.
• Communicate in a timely fashion with AIDSFree headquarters project staff and USAID on the coordination of activities and regarding status/problems associated with activities and offer proposed solutions.
• Supervise, and manage all program staff and consultants working on this activity.
• Provide program and technical direction, lead annual workplan development, as well as completion of required reports.
• Oversee the planning, monitoring, management and control systems to ensure informed decision-making and implementation of project activities.
• Oversee monitoring of project activities and ensure incorporation of lessons learned into ongoing activity tasks. Ensure performance against targets. lake corrective action Where necessary.
• Coordinate and plan meetings with USAID, MoHCDGEC, and other partners at national and state level.
• Ensure project financial systems and controls comply with generally accepted accounting practices and USG standards. Ensure compliance with JSI and USAID policies, rules and regulations.
• Lead development and implementation of sustainability plans and ensure continuous engagement of local government authorities in supportive supervisions. Advocate for resource allocations to police and prison facilities by the local government authorities.
• Communicate regularly with AIDS Free HQ management team, sharing 'information in a timely manner. Ensure accuracy and- timely submission of all quarterly/annual reporting requirements.

Qualifications:
• M.D. preferred, minimum of Master's Degree in a related field such as public health, health education, or health management
• 10 + years. of program and/or project management experience in the area of HIV& AIDS
• Excellent oral, written, and interpersonal skills
• Previous work experience managing PEPFARUSAID-funded projects.
• Good interpersonal and people management skills, a team player, demonstrated: ability to work effectively and harmoniously. with other project staff, host country counterparts, USAID, consultants donors and international organizations.
• Able to travel domestically to project sites as needed
• Must be a citizen, of Tanzania or in possession of a Tanzanian work permit.
