Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek protection in Tanzania. NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016 and resumed responsibilities for Camp Management and WASH in Nyarugusu Refugee Camp from May 2017.

The Position (HR/Administration Officer) is therefore required to support the establishment of these activities in the camp. All NRC employees are expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability.

Job description
1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement HR and Admin support function portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Promote and share ideas for improvement of the support function
6. Maintain up to date files on all staff, both contract and incentive
7. Ensure correct recording of days worked with a view to processing payroll, and ensure relevant management sign of confirming same
8. Ensure timely response to staff queries regarding benefits
9. Distribute and account for administrative items such as airtime, IDs
10. Making a follow up of payment on utility bills – water, electricity, rent, security both in camp and guest house
11. Tracking and reporting the damaged items needing repair in Nyarugusu, Makere and Kasulu Offices

Qualifications
• A Bachelors' Degree in Human Resource Management, Organisational psychology or related qualification
. 3 years Experience from working as an HR/Admin Officer in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Good levels of written and spoken English
• Understanding of camp context
• Experience with capacity building of staff and training

We offer
• Duty station: Nyarugusu, Kasulu District
• Commencement: 5th December 2017
• Contract duration: 13 months’ contract with possibility of extension subject to funding availability
