Medical Stores Department (MSD) is a semi-autonomous Department under the Ministry of Health, Community Development, Gender, Elderly and Children, established by Act of Parliament No.13 of 1993 with an objective of developing and maintaining an efficient and cost effective system of procurement, storage and distribution of health commodities required for use by the public and accredited faith based health facilities.

MSD is at a very exciting stage of reforming its operations, systems and processes with the aim of becoming a highly effective supply chain organization that is agile and flexible to meet health commodities demands in the market.
MSD is now looking for skilled, innovative and motivated Tanzanians to implement these structural changes in order to attain the objectives of the medium terms strategic plan.

1. Director of Finance and Planning (Job Ref: MSD/DFP/08/17)

Broad Function
Reporting to the Director General, the successful candidate will ensure that MSD's financial resource requirements are met by providing professional and quality budgeting and forecasting processes and services.

Key responsibilities
 Oversee implementation of MSD’s strategic plan in relation to finance and planning objectives;
 Accountable for implementation of financial and planning performance contract and Strategic

Management Office (SMO) targets in the directorate;

 Coordinate the preparation and implementation of MSD’s financial and annual business plans
in line with the Medium Term Strategic Plan and other financial regulations;
 Coordinate the preparation of monthly, quarterly and annual performance reports and other financial management information;
 Oversee internal accounting systems ensuring compliance of financial policies, rules and regulations; Oversee the implementation of policies and strategies for the management of assets, debtors, cash resources, purchase and pricing of goods and services;
 Oversee risk management process to ensure that all significant risks are identified and mitigated; and
 Oversee the treasury management function including banking, funds transfer, foreign exchange, overseas purchases and the management of excess cash resources.
 Oversee stock audit process to strengthen stock accuracy and stock value.

Personal specifications
 MBA in Finance or Accounting, MA in Economics or equivalent; Certified Public Accountant (CPA) (T) or equivalent;
 Twelve years of working experience of which five years must be in a senior position;
 Computer literate; EPICOR, Microsoft Office
 Business writing skills.

2. Director of Logistics (Job Ref: MSD/DL/08/17)

Broad Function

Reporting to the Director General, the successful candidate will ensure that effective warehouse management, fleet utilization and stock distribution procedures are in place to minimize costs and maximize order fulfilment of medicines and medical supplies across the country.

Key responsibilities

 Oversee and implement MSD’s strategic plan in relation to logistics objectives;
 Accountable for implementation of logistics performance contract and Strategic Management Office (SMO) targets in the directorate;
 Managing the Logistics Management Unit (LMU) and logistics for normal goods and vertical programs (donor-funded products);
 Identify, plan, manage and implement projects within warehouse and distribution functions in line with MSD’s strategic goals;
 Establish and oversee implementation of effective inventory management procedures for costeffective distribution, monitoring and reporting;
 Ensure transport services are effectively managed and available for distribution;
 Maintain low levels of stock loss through damage, breakage and contamination.

Personal Specifications
 Master’s degree in Procurement and Supplies, Finance, Pharmacy, Logistics, Economics or equivalent qualification;
 Bachelor Degree in Pharmacy;
 Must be registered by the Procurement and Supplies Professional and Technicians Board (PSPTB);
 Twelve years relevant experience five of which must be in a senior position;
 Contract management certification
 Computer literate; and

3. Director of Procurement (Job Ref: MSD/DP/08/17)

Broad Function
Reporting to the Director General, the successful candidate will be responsible for overall management of contract compliance management, special procurement, clearing strategic business units ensuring MSD procures right goods in the correct quantities and good quality with increased availability of goods in cost effective manner.

Key responsibilities
 Oversee and implement MSD’s strategic plan in relation to procurement and clearing objectives;
 Accountable for implementation of procurement and clearing performance contract and Strategic Management Office (SMO) targets in the directorate;
 Facilitate the identification of suppliers through tender process
 Ensure availability of quality goods and services to support business operations, maintaining optimum stock levels and reduce stockholding value; and
 Ensure that all procurements meet MSD and country quality specifications and standards including PPRA, ISO and WHO guidelines.
 Head of Procurement Management Unit (PMU) and Secretary to the Tender Board

Personal Specifications
 Master degree in Procurement and Supplies, Finance, Pharmacy, Logistics, Economics or equivalent qualifications;
 Bachelor degree in Procurement and Supplies, Finance, Pharmacy, Logistics, Economics or equivalent qualifications;
 Must be registered by the Procurement and Supplies Professional and Technicians Board (PSPTB);
 Twelve years relevant experience five of which must be in a senior position;
 Working knowledge of Public Procurement Act and its Regulations;
 Contract management certification

4. Director of Information Systems and Technology (Job Ref: MSD/DICT/08/17)

Broad Function
Reporting to the Director General, the successful candidate will be responsible for overseeing the
development and implementation of practical ICT solutions to support MSD’s supply chain strategy
and operations.

Key responsibilities
 Oversee implementation of MSD’s strategic plan in relations to ICT objectives;
 Accountable for implementation of ICT performance contract and Strategic Management Office (SMO) targets in the directorate;
 Develop ICT policies and procedures and ensuring adherence to set standards;
 Ensure optimal use of ICT systems in terms of value for the business units versus system related costs;
 Ensure that MSD staff have access to the required ICT facilities and services, and that the services are managed efficiently;
 Manage security of networks, systems and organisations’ information; and
 Oversee implementation of ICT projects, including joint projects with stakeholders such as USAID and e-Gov.

Personal Specifications
 Master of Science degree in Information Technology, Computer Science or equivalent;
 Bachelor’s degree in Information Technology, Computer Science or equivalent;
 Professional certification such CCNP, CCNA/CCNP/OCP with ICT security or equivalent
qualification;
 Twelve years relevant experience five of which must be in a senior position; and
 Business writing skills.

5. Director of Customer Service and Zonal Operations (Job Ref: MSD/DCZO/08/17)

Broad Function
Reporting to the Director General, the successful candidate will oversee the proper storage and distribution of medicines and medical supplies across the country whilst ensuring the sales and marketing strategies are operational.

Key responsibilities
 Oversee and implement MSD’s strategic plan in relation to customer service and zonal operations objectives;
 Accountable for implementation of customer service and zonal operations performance contract and Strategic Management Office (SMO) targets in the directorate;
 Ensure timely supply of health commodities in all designated health facilities, dispensaries and hospitals in the country in accordance to the distribution cycle;
 Lead and coordinate the process for review of the price catalogue as per Standard Treatment Guidelines;
 Prioritize customer service based on customer segmentation and to devise strategies to maintain them.
 Develop and oversee implementation of marketing plans focused on growing MSD customer base;
 Establish more platforms for stakeholder engagement to support increased funding, collaboration opportunities and information sharing between different stakeholders; and
 Ensure availability of reliable and up to date stock records to support an effective stock monitoring and reporting system.

Personal Specifications
 Masters degree in Pharmacy, Logistics, Medicine, Economics, Business Administration or equivalent qualification;
 Bachelor Degree in one of the following; Pharmacy, Logistics, Medicine, Economics, Business Administration or equivalent qualification;
 Twelve years relevant experience five of which must be in a senior position;
 Computer literate; and

6. Clearing and Forwarding Manager (Job Ref: MSD/CFM/08/17)

Broad Function
Reporting to the Director of Procurement, the successful candidate will be in charge of all functions
related to the clearing and forwarding of medical related consignments imported by MSD or by the Ministry of Health, Community Development, Gender, Elderly and Children; or exported by MSD to other countries.

Key responsibilities
 Manage the clearing and forwarding of consignments at the country border entry points and ensure cleared goods have been received in line with the provisions provided in the East Africa Community Customs Management Act, 2004 and VAT Act;
 Manage relationship with stakeholders in the clearing industry and responding to queries and inquiries from clients and service providers;
 Verify the authenticity of all clearing charges payment requests before escalating them to the Director of Procurement;
 Ensure good governance in managing clearing finances, including third party clearing bills and supplier transportation service contracts; and
 Ensure claim process for short landed consignments is initiated and empty containers are returned to the shipping line on time, and container deposits are refunded.

Personal Specifications
 Master’s degree in Business Administration, International Business, Procurement and Supply Chain Management, Logistics Management or equivalent;
 Bachelor’s degree in Arts, Business Administration, Procurement and Supply Chain Management, Logistics Management or equivalent;
 Ten years of working experience of which four must have been in a senior position;
 Computer literate; and
 Business writing skills.

7. Procurement Manager (Pharmaceuticals) (Job Ref: MSD/PMP/08/17)

Broad Function
Reporting to the Director of Procurement, the successful candidate will be responsible for procuring pharmaceuticals and medical supplies by identifying suppliers, negotiating contracts and engaging with logistics, quality assurance and zonal directorates.

Key responsibilities
 Ensure all procurement proceeding are compliant to laws, rules, regulations and guidelines;
 Review selected list of items to be in line with the National Standard Treatment Guideline and National Essential Medicine List;
 Prepare and track the corporate annual procurement plan;
 In collaboration with Quality Assurance Section supervise tender and award process;
 Ensure that queries from audit finding and bidders are responded to timely, accurately and comprehensively;
 Put in place and maintain a plan for developing local suppliers; and
 Monitor contract execution ensuring compliance to governing policies, guidelines and
procedures and legal requirements.

Personal Specifications
 Master’s degree in Materials Management, Supplies and Procurement, Pharmacy or
equivalent;
 Bachelor’s degree in Materials Management, Pharmacy, Supplies and Procurement or
equivalent;
 Ten years of working experience of which four must have been in a senior position;
 Registered with Procurement and Supplies Professionals and Technicians Board (PSPTB);
 Contract Management and must have knowledge of Public Procurement Act and its Regulation

8. Chief Financial Accountant (Job Ref: MSD/CFA/08/17)
Broad Function
Reporting to the Director of Finance and Planning, the successful candidate will be responsible for
preparing and analysing financial information.
Key responsibilities
 Manage a system of accounts for banking transactions, goods and services, and
correspondences to enable accurate and timely reporting on the financial performance;
 Oversee a system of approving payments within specified limits for all goods and services
procured by MSD;
 In liaison with Stock Verification Manager periodically review the financial position to
maintain a link between financial and physical values;
 Ensure proper maintenance and accurate records on all types of revenues, payments, assets and
liabilities;
 Provided financial requirements to external and internal auditors and timely respond to audit
queries; and
 Ensure safety and good custody of the company financial records and proper coordination of
staff in the unit.
Personal Specifications
 Master’s degree in Finance, Accounting, Business Administration or equivalent;
 Bachelor’s degree in Finance, Accounting, Business Administration or equivalent;
 Certified Public Accountant (CPA (T)) or equivalent;
 Ten years work experience in the relevant field four of which must have been in senior position;
 Computer literate;
 Practical knowledge of in various accounting computer packages; and

9. Internal Audit Manager (Job Ref: MSD/IAM/08/17)

Broad Function
Reporting to the Chief Internal Audit, the successful candidate will be responsible for planning
and supervising assurance and consulting activities in accordance with the International
Professional Practice Framework (IPPF) issued by the Institute of the Internal Auditors (IIA) and
the MSD Internal Audit Charter.
Key responsibilities
 Assist the Chief Internal Auditor to prepare Risk Based Annual Audit Plan for the approval of
the Audit and Risk Management Committee;
 Investigate ethical issues and propose measures for resolutions;
 Conduct the second review of the engagement working papers and the draft engagement
reports for final review and approval by the Chief Internal Auditor;
 Assist the Chief Internal Auditor to implement recommendations, corrective action on the
findings of both internal and external Quality Assurance Improvement Programme (QAIP);
 Initiate the periodic improvement to Internal Audit manuals and audit programme;
 Provide regular updates to the Chief Internal Auditor on adequacy of the MSD internal control
environment;
 Prepare quarterly reports for submission to the Audit and Risk Management Committee, Public
Procurement Regulatory Authority (PPRA) and Ministry of Finance Internal Auditor General
Division.
Personal Specifications
 Master’s degree in Accounting, Finance, Business Administration or equivalent;
 Bachelor’s degree in Finance, Accounting, Pharmacy, equivalent;
 Certified Public Accountant CPA (T) or Certified Internal Auditor (CIA);
 Possession of either Certified Information System Auditor (CISA) or Certified Fraud Examiner
(CFE) will be an added advantage;
 Ten years working experience of which four must be in senior position;

Job Title: TRANSPORT MANAGER (Job Ref: MSD/TM/08/17)
Broad function
Reporting to Director of Logistics the successful candidate will be responsible for managing the
execution, direction, and coordination of all transportation matters within the organisation
including managing budgets, organising schedules & routes, ensuring that vehicles are safe andmeet road worth standards and legal requirements, and making sure that drivers are aware of their
duties.
Key Responsibilities
• Advise the Director of Logistics on all matters related to Transportation.
• Implement MSD Strategic Plan in relation to Logistics objectives and enables other
directorates perform their functions through innovative approaches for efficiency and cost
effective measures.
• Implement Transport performance contract and Strategic Management Office (SMO)
targets in the Directorate
• Routes Optimization Planning and Load Scheduling for multi-drop deliveries.
• Booking in deliveries and liaising with customers.
• Digital monitoring through GPRS of car movement and driving behavior (car tracking)
• Allocating and recording resources and movements on the transport planning system.
• Transporting consignments in trucks and containers that have security seals
• Analyze expenditures and other financial information in order to develop plans, policies,
and budgets for improving services
• Conduct investigations in cooperation with government agencies to determine causes of
transportation accidents and to improve safety procedures.
• Conducting routine inspection and ensuring timely maintenance services to vehicles to
maintain their road worthiness at all times
• Monitor repairs and maintenance of vehicles, and material handling equipments.
• Prepare annual plans, budget and budgetary control, periodic reports and other resources
for the section
Personal Specifications
 Master’s Degree in one of the following fields: Business Administration, International
Business, Transport and Logistics Management or Procurement and Supply Chain
Management or equivalent qualification from a recognized institution.
 Bachelor Degree in Transport, Engineering, Economics, Sociology or Statistics or
Logistics Management or equivalent qualification from a recognized Institution
 Ten years of working experience of which four must have been in a senior position.
