Background
Tanzania Media Foundation (TMF) is a company limited by guarantee and not having a share capital, registered as a public-interest, non-governmental, non-partisan and non-profit making organisation. TMF emerged out of the successful implementation of the Tanzania Media Fund project from June 2008 until September 2015. It formally began operations in October 2015. TMF stands for a strong and independent media sector promoting accountability. Its mission is to transform the media, through grants and learning, into an independent and sustainable sector that reports responsibly on issues of public concern. We are committed to transparency and impartiality, creativity and innovation, quality, reflection and learning, in a spirit of results-oriented and engaged teamwork.
TMF is currently implementing its 2015-2018 strategic plan, Strengthening Media for Accountability, towards three basic objectives. The first two are concerned with increasing the professional capacity of media organisations and stakeholders while also increasing the quality, quantity and diversity of investigative and public interest journalism products in the media sector. The third objective is focused on ensuring the organisation’s growth and sustainability.
In 2016, TMF issued grants to thirteen (13) partner organisations to implement media content production projects. All of these organisations completed their projects between March and June 2017 and have since then submitted final narrative and financial reports. TMF intends to conduct final project audits in order to formally close these 13 media content production projects.

Scope of workThe auditor will assess whether:
- Provisions in the grantees’ contracts with TMF were adhered to.
- The TMF grant has been spent on the intended purpose and as per prudent financial management practices.
- Project expenditures made are as per each grantees’ approved budget and work plan.
- Project financial statement presented are correct and fair in all material aspect.
- Project expenditures were properly approved by designated project staff and supported by adequate documentation.
- Grantees comply with statutory requirements.
- Each grantee’s project demonstrates economy, efficiency and effectiveness with regards to the use of project financial resources
Expected deliverables and timelinesThe main assignment deliverable is an audit report that comments on the achievement of project results as well as financial obligation and commitment to the project and the extent of each grantee’s compliance and non-compliance. The audit firm must clear ALL audit issues with each audited grantee before submission of the final report to TMF. Minutes of the exit meeting between the audit firm and grantee must be provided as part of the former’s final report to TMF.
The audit firm will present a draft audit report to TMF for feedback on August 11, 2017and finalise it by August 18, 2017.
Selection criteria
The selection of the successful bidder will be based on the quality of the firm’s experience, the (brief) technical proposal, the qualifications of the personnel (include CVs in your submission), and the cost-effectiveness of the proposed budget for the activity. A detailed budget will be proposed by the bidder though the final budget will be determined through negotiations with the successful company.

How to apply
Applicants must submit their proposal in a sealed envelope. All applications should include the following:
- Expression of interest in not more than one page, explaining why you should be considered for carrying out this assignment.
- Organization’s profile, including proof of registration, NBAA certification and updated CVs of the team to carry out the assignment.
- Draft plan including estimated number of days within which to accomplish the assignment in order to submit a final report to TMF on due date.
- A financial proposal detailing the cost of undertaking this assignment, submitted in a separately sealed envelope. The total cost must be VAT inclusive.
