Senior Technical Advisor, Malaria Surveillance-Tanzania

Palladium is bidding on an upcoming USAID proposal that will focus on strengthening malaria surveillance and improve targeting of vector control interventions across transmission zones in Tanzania. The Technical Lead, Malaria Surveillance will work closely with the COP, Technical Lead for Vector Control and other project staff. Under the supervision of the COP, the Technical Lead, Malaria Surveillance will be responsible for program management oversight, timely implementation of malaria surveillance and response system, routine health information system strengthening and associated capacity building and operational research activities in close collaboration with stakeholders and partners.

Responsibilities
* Implementation of malaria surveillance and response system
* Ensure that required protocols are developed, training is conducted, and smooth field implementation, data quality assessment and supportive supervision are regularly conducted
* Ensure that protocols developed for analysis of malaria data quality and use is documented and discussed with NMCP and other relevant stakeholders
* Routine health information system strengthening
* Improve malaria data quality and use through the routine health information system
* Capacity building and operational research activities
* Ensure that any relevant protocols related to operational research activities are submitted to the National Institute for Medical Research (NIMR) ethical review committee and other Institutions, such as the Centers for Disease Control (CDC/Tanzania) for approval, as needed
* Contribute to preparation of project performance reports, writing of technical reports and scientific papers for presentation in scientific meetings and publishing in various journals
* Program management oversight including participation in field supervision, monitoring of activities and coordinating needed assistance to ensure smooth implementation
* Perform any other duties as assigned by COP and supervisor

Requirements
* Advanced degree in a relevant discipline (MBA, MD, MPH, PhD) from an accredited academic institution
* Minimum of 8 years of experience in public health, including at least 5 years of malaria surveillance experience
* Ability to use advanced database and statistical analysis software (SAS, STATA, Epi Info, SPSS, etc.)
* Direct experience with malaria disease surveillance, programmatic surveillance and transmission surveillance
* Direct experience creating evidence for informed policy decisions on malaria control interventions
* Direct experience with HMIS/DHIS2, LMIS, MIS, preferably in Tanzania
* Ability to achieve consensus among senior stakeholders and operational and budget management experience
* Direct experience leading technical teams is highly desired
* Advanced skills in M&E and experience designing monitoring and evaluation plans, designing, implementing and supervising data collection activities also desired
* Excellent written and verbal skills in English are required to communicate technical information to audiences with varying levels of technical expertise as referenced above
* Strong interpersonal and intercultural skills

Deputy Chief of Party, Malaria Surveillance and Vector Control-Tanzania
Responsibilities
* Provides subject matter expertise and technical assistance to the program, technical staff, and administrators for the program
* Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems
* Leads and/or reviews and monitors programmatic functions, i.e. development of work plans, budgets and quarterly/annual reports
* Ensures quality of services and compliance, per project requirements
* Provides functional guidance to outside vendors to ensure deliverables are met within timelines and budgets, as needed
* Participates in and/or prepares necessary project-related reports presentations and white papers
* Organizes and supports, as needed, project trainings, conferences, workshops, and meetings
* Participates, and represents the organization as needed, in outside associations, conferences, and symposia.
* Leads and assists in research, data collection, policy formulation, training, and capacity building efforts in support of agreement activities and deliverables
* Supervises senior technical staff and provides guidance to mid- and junior-level staff members


Requirements
* Advanced degree in a relevant discipline (MBA, MD, MPH, PhD) from an accredited academic institution
* Minimum of 10 years of experience in public health program management, health governance, monitoring and evaluation, or other field related to international health programs are required
* Demonstrated success in collaboration and coordination across partners, sectors, and with home office
* Demonstrated problem solving, analytic, financial, and evaluative skills
* Demonstrated experience managing projects or programs
* Attention to detail and ability to effectively perform multiple tasks and balance competing priorities often within a defined timeline
* Ability to anticipate, respond, and adapt quickly to changing requirements and competing demands
* Ability to take initiative and/or respond independently to situations
* Experience managing complex, large-scale, donor-funded programs (USAID experience required)
* Fluency in English is required, Kiswahili is preferred. Excellent oral and written communication skills are required

Chief of Party (COP), Malaria Surveillance and Vector Control-Tanzania
Responsibilities
* Provide overall strategic, technical, programmatic, financial, and management guidance and support for project activities with a focus on results and financial accountability
* Serve as the primary point of contact to USAID Agreement Officer Representative (AOR) and Technical Representative
* Establish and manage relationship and coordination with relevant stakeholders and serve as the primary project representative with HQ, government officials, the private sector, local and international NGOs, implementing partners, and community members
* Manage project technical, operations and administrative staff and work with the US-based country management support team to ensure responsive and efficient project operations
* Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and reporting requirements of the donor are adhered to
* Serve as the primary liaison with the client, other donors, partners, and stakeholders
* Work with and build the capacity of local government authorities and local community based organizations
* Facilitate the management of sub-contractors, including maintaining clear and transparent lines of communication
* Provide analytical and evaluative techniques to identify, consider and resolve project challenges, particularly as they relate to implementation quality, and meeting requirements and milestones
* Ensure clear lines of communications to keep staff informed of relevant information and dialog both in the field and from headquarters

Requirements
* Advanced degree in a relevant discipline (MBA, MD, MPH, PhD) from an accredited academic institution
* Minimum of 10 of experience in the technical and administrative management of large, multi-year donor funded projects with demonstrated increasing levels of leadership and management responsibility
* Experience managing complex, large-scale, donor-funded programs (USAID experience required)
* Minimum of five years of experience in a Project Director or Chief of Party capacity
* Experience in malaria surveillance and/or vector control interventions
* Experience in sub-Saharan Africa, preferably in Tanzania
* Demonstrated skills in effectively engaging stakeholders including senior level staff in government agencies and civil society organizations, private sector, universities, media, and international donor agencies
* Demonstrated experience managing a diverse team of technical experts to high level performance, delivery of high quality deliverables and staff retention
* Attention to detail and ability to effectively perform multiple tasks and balance competing priorities often within a defined timeline
* Demonstrated problem solving, analytic, financial and evaluative skills

Senior Technical Advisor, Malaria Vector Control-Tanzania
Responsibilities
* Work actively in the support of field activities
* Supports the COP in the development of country work plans, vector control operations reports, and other technical and programmatic reports, as required
* Work collaboratively with the COP, Technical Lead, Malaria Surveillance and other project staff to implement vector control best practices
* Design and implement vector control M&E system in close coordination with other technical and management teams, including the development of performance indicators, setting annual targets, monitoring project progress, and ensuring timely data collection
* Ensure that Palladium provides high quality technical assistance and capacity development to local partners and project stakeholders
* Conduct regular M&E and mentoring visits to local partners
* Translate evidence, current research, and guidelines into practical programmatic and field operations

Requirements
* Advanced degree in entomology, epidemiology, environmental science or other relevant discipline (MBA, MD, MPH, PhD) from an accredited academic institution
* Minimum of 8 years of experience in public health, including at least 5 years of malaria vector control experience
* Direct experience with malaria vector control interventions
* Direct experience creating evidence for informed policy decisions on malaria control interventions
* Direct experience with HMIS/DHIS2, LMIS, MIS is desired, preferably in Tanzania
