CAREERS AT JHPIEGO TANZANIA, JULY 2017

Sauti is a 5-year USAID-funded award being implemented by Jhpiego-Tanzania in collaboration with partners EngenderHealth, PACT and NIMR/Mwanza.

The goal of Sauti is to contribute to the improved health of all Tanzanians through a sustained reduction in new HIV infections in support of the Government Tanzania. This is done through deploying new, and/or enhancing existing, vulnerability-tailored high-quality combination HIV prevention; positive health, dignity and prevention (PHDP); and family planning (FP) services for key and vulnerable populations (KVP) in selected regions of Tanzania. Anticipated project results include: 1) Increased and timely use of HIV prevention and FP services; 2) Improved positive behaviors and social norms at the individual and community levels; 3) Reduced vulnerability of women through novel structural interventions; and 4) Increasingly sustainable comprehensive HIV prevention services for KVP.

The project is currently, implemented in selected districts in lringa, Njombe, Mbeya, Shinyanga, Dar es Salaam, Mtwara, Tabora, Morogoro, Kilimanjaro, Singida, Dodoma and Arusha regions.

Position: Technical Director [One position based in Dar Es Salaam]

Job Overview
The Technical Director will be responsible for providing leadership and technical guidance in the development and implementation of HIV prevention health activities. This position is under the leadership of the Chief of Party and the Senior Technical Advisor (the latter of who is the project’s main technical backstop), other Jhpiego Technical Directors, and utilizing and contributing to cross-cutting approaches, such continuous quality improvement, gender integration, in-service training as well as, annual phasing in of activities. The incumbent will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence. S/he will work closely with the Senior Technical Advisor to mentor and coach technical staff to ensure that they are maintaining technical excellence and program quality in alignment with the national guidelines.

Required qualifications:
Master’s in Public Health required, medical degree (doctor or nursing) in addition preferred
At least 10 years’ experience applying HIV prevention strategies, four of which should be targeted to key and vulnerable population
At least 5 years’ experience in managing $3 million in donor-funded projects and in the design and implementation of overseas health projects; preferably in the East and Southern Africa region
Experience training health workers on clinical aspects related to HIV prevention for key and vulnerable populations
Experience building capacity at individual and organizational levels; including working with community groups, particularly those that work within 14 selected regions and KVPs
Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, pre-service education, performance and quality improvement, monitoring and evaluation
Experience with a mix of practical technical skills in HIV prevention necessary for strengthening service delivery at the regional, national, clinical and community-level, including norms and behavior change, policy and advocacy
Experience in gender transformative programming
The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community. and senior members of the donor community; ·
Demonstrated in-depth understanding of Tanzania healthcare system, particularly the public health system, experience Jiving and working in Tanzania preferred Strong oral and written communication and presentations skills in English; working knowledge Swahili is preferred but not essential: Strong skills in word processing and Excel spread sheets; Familiarity with USAID or other USG administrative, management and reporting procedures and systems; Proven track record managing a project team composed of several technical experts and fostering team work Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas • Ability to travel up to 40% time

Position: [Senior M&E Advisor – one position based in Dar]

Overview:
Senior M&E Advisor to provide technical leadership and strategic direction of monitoring and evaluation (M&E) activities, frameworks, plans and indicators to capture project performance results and provide effective’, accurate and timely monitoring, evaluation and reporting of all project activities for USAID-funded HIV prevention program for key and vulnerable populations including FP and TB integration. The Senior M&E Advisor will support the M&E team together with the Senior Monitoring, Evaluation and Research Advisor and work closely with the technical and program teams to design, implement and supervise M&E activities for program learning, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes. The Senior M&E Advisor will collaborate with technical and program staff to document program implementation, and will be responsible for documenting and disseminating program successes and challenges to the United States Government.

Required Qualifications:
Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experience
Minimum seven years of work experience in monitoring and evaluating health and/or development projects in developing countries
Proven expertise in quantitative and qualitative methodologies, health management information systems, reporting, data quality assessments,. data analysis and presentation
Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers
Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
M&E experience in HIV prevention, including understanding of the Three Ones Principle and PEPFAR indicators
Familiarity with Tanzania health management information system and other national M&E systems
Experience and understanding of the US government-funded programs framework and reporting system
Fluent in written and spoken English and Swahili
Knowledge of research ethics and/or IRB
Excellent facilitation, oral and written communications skills
Ability to travel nationally and internationally up to 40% of the time
Tanzanian nationals strongly encouraged to apply

Position: Program Officer- DREAMS Initiative [One position based in Shinyanga Region]

Job Overview:

The Program Officer is responsible for ensuring the integration of DREAMS Initiative interventions within the Sauti Program’s regional combination HIV prevention activities, including providing close oversight of CSOs implementing DREAMS interventions in the regions. S/he works closely with Regional Program Manager, BCC Program Officer, Gender Program Officer and Social Economic Empowerment Officer to ensure the alignment of DREAMS activities and interventions across the project.

S/he directly supports the Senior Technical Advisor, Adolescent and Youth Sexual Reproductive Health (DREAMS) in the design, roll-out and day-to-day management and implementation of community based prevention interventions with AGYW focusing on social and structural change approaches to HIV prevention in Tanzania; addressing gender roles and cultural norms, behavior change with multiple concurrent partners, and rights-based programming.

Required qualifications
• Bachelor’s Degree or higher in public health, cultural anthropology, sociology, social work, program management or related degree program
• At least 5 years of experience implementing HIV programs with significant emphasis on adolescent girls and young women; with increasing levels of leadership and management expertise
• At least 3 years of experience managing technical and program staff
• Excellent written and oral communications skills
• Fluent in English and Kiswahili
• Ability to travel domestically up to 20%
• Expertise in family planning programming desirable
• Expertise in behavior change communication, economic strengthening interventions desirable
