Currently, we are seeking -suitably qualified candidates for various following positions for an anticipated National Laboratory Strengthening program in Tanzania. Recruitment is contingent upon successful award of the project.
Senior Laboratory Specialist
The position will be responsible for managing all laboratory strengthening activities of the project in the country. S/he will provide technical support to the Ministry of Health, National TB Program and stakeholders on developing or updating lab strategy, and will take the lead on planning and implementing activities to improve quality and performance of lab services. Also will provide technical support and mentorship in the planning, conduct, and reporting of assessments, audits, and accreditation-ready inspections of HIV and Tuberculo- sis clinical laboratories against ISO 15189 or other standards performing services to the Laboratory System Strengthening Program. Additionally, the position will provide advisory services to the teams as well as other stakeholders on the development and implementation of continuous improvement initiatives upon request to build HIV and Tuberculosis laboratory capacity and quality with reference to ISO 15189 or other standards and requirements.
Requirements:
• At least a Bachelors degree or its international equivalent in biological or laboratory sciences within a clinical or diagnostic discipline or specialty.
• At least 5 years experience working with HIV and TB diagnostics and/or HIV/TB laboratory systems strengthening
• At least six years related work experience in laboratory quality assurance, quality control and audits or at least seven years in a senior laboratory management position required.
• Demonstrated ability and aptitude to perform quality assurance laboratory audits and assessments against accepted national and intemational standards and regulations.
• Demonstrated creative problem solving skills.
• Demonstrated experience in training and mentoring staff and others.
• Proven experience working with government officials, particularly the
• Ministry of Health’is highly desirable, to support strategy development, implementation plans and decision making;
• Excellent oral and written communication skills in English; knowledge of Kiswahili is desired.
Lead M&E Specialist
The position will be responsible for the design, implementation and technical quality of all monitoring, evaluation and research activities on the project. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. Work closely with the program team to ensure compatibility and coordination within the existing M&E framework, and consistency with national and donor requirements. Work on data analysis and use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps. Work on assessments and other routine program monitoring and evaluation activities across the organization. Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements, Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems. Provide technical guidance on design, development and implementation of the project M&E strategy, build capacity in country to develop, manage and operationalize M&E systems and plans that are aligned to program strategy, and permit quality reporting on a global level. Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting. Participate in national and donor M&E TWG or other forum w~n the opportunity arises.
Requirements:
• Master’s Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field.
• 8+ years’ experience in monitoring, evaluation and research efforts, preferably with respect to child welfare and protection systems strengthening, capacity building, economic strengthening, and service delivery. 3+ of those years should include supervisory experience.
• Strong quantitative or mixed-method and analytical skills and ability to articulate technical infonnation clearly and effectively to both technical and non-technical audiences.
• Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in it’s use is highly desirable.
• Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skillS.
• 2+ years’ experience living or working in Mozambique or another developing country is preferable.
• Experience with a USG donor-funded projects preferred.
• Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
• Strong interpersonal, writing and oral presentation skills in English.
• Ability to work independently and manage a high volume work flow.
Laboratory Specialist
The position has primary responsibility for planning, conducting and reporting assessments, audits, and accreditation-ready inspections of clinical laboratories supported under the program. This role will also prepare reports and lead the follow-up of those visits to include corrective actions and capacity building initiatives. Further, the Laboratory Specialist will assist with laboratory capacity building initiatives preparing and delivering trainings. The position will also involve coordinating and facilitating the clinical laboratory quality improvement program including preparing laboratories for ISO 15189, SLMTA and GCLP accreditation; preparing and delivering laboratory trainings and training-related services to FHI 360 research program and to external agencies; and providing technical assistance to diagnostic laboratories.
Requirements:
• Degree level with 7-9 yrs related experience
• Proven capability and direct experience in clinical laboratory functions and services
• Proven and excellent clinical laboratory auditing skills and experience with ISO 15189, GCLP or SLMTA.
• Excellent attention to detail
• Resourceful and creative thinker with the ability to develop simple and efficient solutions and recommendations.
• Working knowledge of quality assurance including pertinent national and international regulations and guidance.
• Excellent knowledge in diagnostics for HIV and TB
• Excellent interpersonal skills, particularly diplomacy.
• Good in both written and spoken English and report writing.
• Direct experience developing and delivering trainings in scientific areas.
Finance and Administration Lead
The position will be responsible for providing financial and administration oversight for all aspects of the project in accordance with CDC regulations. The individual will be responsible for budget forecasting, expenditure tracking, and financial analysis, as well as grant and contract management. Manages, administers, and directs the control of the budget, security policy, and administrative and human resources functions. Reviews and approves recommendations for financial planning and control and key administrative decisions, in concert with role on the senior management team. Selects, develop, and evaluate financial and operations management personnel to ensure the efficient and collaborative project support operations.
Requirements:
• Bachelor’s Degree or its Intemational Equivalent – Finance, Business Administration, Accounting or Related Field
• Minimum of 7-9 years related work experience, including 3 years in management and 3 years working at the corporate or organization level
• Past experience managing a financial analysis department is required.
• Must be able to read, write and speak fluent English; fluent in host country language as appropriate.
• Prior work in a non-governmental organization (NGO)
• Experience working with an international organization.
• CPA Certification preferred.
Chief of Party/ Principal Investigator
The position has primary responsibility for providing effective, strategic direction and managerial and grants oversight to produce program results. The COP will supervise and oversee project staff and consultants. S/he will have overall responsibility for ensuring that procedures are established and adhered to for activity development, implementation, monitoring, evaluation, budgeting, and grant and financial accounting. S/he will ensure timely progress against schedules, achievement of deliverable, and quality of results. The COP is responsible for overseeing the successful achievement of the entire project vision, objectives, deliverable, and impact; work planning, contract reporting, and technical progress; supervising technical and finance/admin team leaders.
Requirements:
• An advanced degree (master’s or higher) in business administration, international development, public health or another relevant field (desired)
• A minimum of 10 years’ professional experience in developing countries at a senior activity ‘management level including direct supervision of professional and management support staff. Prior experience as a COP- with projects of comparable scale and complexity is strongly preferred
• At least 7 years’ prior experience in developing and implementing laboratory program initiatives, laboratory strategic planning, laboratory accreClitation programs, quality management systems, referral systems, supply chain management systems, and use of electronic laboratory information systems
• Past exposure and experience in implementing laboratory information and strengthening systems
• Demonstrated ability to effectively train and build capacity of local partners, district and laboratory staff
• At least 5 years of supervisory experience
• Training and experience in quality management/quality improvement and the development of laboratory QI tools, preferably related to HIV/AIDS and TB interventions, or otherwise possess the capacity and motivation to acquire an in-depth knowledge of this field in a short time
• Experience in data management and developing and facilitating training
• Experience in analysis and use of data for decision-making
• Demonstrated ability to work with stakeholders including ministries of heahh, local health staff, and local officials to implement health care improvements
• Possesses excellent communication and coordination skills
